John R. Hays, Jr.
Mr. Hays possesses a unique background in government, academia, and the private practice of law. His governmental experience began as an Examiner (Administrative Law Judge) with the Railroad Commission of Texas. He practiced law as a partner with the firm now known as Scott, Douglass & McConnico prior to founding a law firm in 1986, where he served as Managing Partner until the end of 1991. Since that time, he has continued to practice in Austin and in 2002 joined in the formation of Hays & Owens. He received his law degree from the University of Texas in Austin in 1974 and his B.A. from Rice University in 1971 with a major in economics and business administration. Mr. Hays has served as an Adjunct Law Professor of energy law at University of Texas School of Law. Also a noted lecturer and teacher programs for business groups and legal profession, Mr. Hays has written and presented numerous papers on energy law, regulation, and litigation to such groups as the State Bar of Texas, Department of Energy, Institute Oil Compact Commission, Southwestern Legal Foundation and the University of Houston Law Center. Mr. Hays is a certified and experienced mediator. He is admitted to practice before all Texas state courts and before federal courts of the Western District of Texas.

Gregg Owens
Mr. Owens has experience in a wide variety of business litigation, including oil, gas and natural resource matters, contract and business torts, negligence, insurance, real estate, and probate and trust disputes. Prior to forming Hays & Owens, he was a partner in the Midland Texas firm known as Bullock, Scott, Neisig & Owens for fourteen years. Mr. Owens has made presentations for programs sponsored by the State Bar of Texas and University of Houston Law Center as well as written numerous papers. Mr. Owens is an experienced mediator serving at the request of litigants and courts. He received his law degree from Texas Tech University Law School in 1973, and his B.A. from the University of Texas in 1970. Mr. Owens is certified by the Texas Board of Legal Specialization in Civil Trial Law. He is admitted to practice before all Texas state courts and before federal courts of the 5th Circuit and the Western, Northern and Eastern Districts of Texas. 

John C. Fleming
Mr. Fleming practices in the area of banking, financial services, regulatory and administrative law, governmental relations, commercial litigation and arbitration. His clients include banks, thrift institutions, life insurance companies, investment advisers and securities firms. Prior to joining Hays & Owens, Mr. Fleming served four years as General Counsel to the Texas Department of Savings and Mortgage Lending which oversees and regulates state chartered thrift institutions, mortgage brokers and mortgage bankers. He is an adjunct professor at the University of Texas School of Law and a frequent speaker on arbitration, banking and mortgage law topics. Mr. Fleming is Vice-Chair of the Regulatory and Compliance Committee of the Texas Mortgage Bankers Association, and is a nominee to become a new director of the Texas Association of Bank Counsel. The American Arbitration Association honored him with the 2008 President's Award for Leadership in Conflict Management in recognition for his work in arbitration, mediation, and education; he also serves on the Commercial Arbitrator Roster. Mr. Fleming is a past Chair of the State Bar of Texas Alternative Dispute Resolution Section. He is admitted to practice by the State Bar of Texas; the U.S. Eastern District of Texas; and the U.S. 5th Circuit Court of Appeals. Prior to moving to Austin , Mr. Fleming practiced law for over 23 years with the East Texas firm of Zeleskey Cornelius.
